[Exim] defer (-44): retry time not reached for any host

Does anyone knows why I have this error in my exim mail: I use a dial-up
conection
2000-01-12 15:50:57 128RoO-0000PS-00 == account@???
T=remote_smtp defer (-44): retry time not reached for any host

My configuration is it below:

smarthost:
    driver = domainlist
    transport = remote_smtp
    route_list = "* 192.168.1.4 byname"

192.168.1.4 is a machine whith a shared modem.
