The retry rules should kick in and reduce the frequency of trying the
servers. If this happens again, check using exinext to see if all is
well with the retrying data.

As the retry data is only updated after the delivery has failed, a whole
lot of messages coming in at once will indeed see the same retry data
and all start delivery together. But once some retry data is recorded,
subsequent messages should respect it.
