This handeled prior to "local_delivery" and works fine by using

userforward:
driver = forwardfile
file_transport = address_file
pipe_transport = address_pipe
reply_transport = address_reply
file = $home/.forward
no_verify
check_ancestor

usersuspended:
driver = forwardfile
file_transport = address_file
pipe_transport = address_pipe
reply_transport = address_reply
file = $home-suspended/.forward
user = root
no_verify
check_ancestor

localuser:
driver = localuser
transport = local_delivery
