(1) Generality. Avoiding screwed-in special cases.
(2) What about mail to <user@localhost>? Not to mention funny
configurations when two Exims are in use and one sends some messages to
the other.
(3) What do you mean by "ignore"? Pretend the MX didn't exist - so go look for
an A record if there are no others, or pretend the host doesn't exist?
There's a subtle difference.
