[Exim] secondary MX deliveries

I run a secondary mx for a number of domains and would like to confirm the
way that exim makes use of the MX records. At the moment, I'm under the
impression that mail accepted for relay to a relay'd domain will only be
resent to the primary mx (mx with lowest priority number). Is this a correct
assumption or will exim forward mail to higher priority secondary mx?
