Exim retry rules apply *per host* not *per message*. If it thinks a host
has been dead for a long time, it will give up pretty quickly. It's all
explained in the manual. A problem with what might be called
"rarely-probed" hosts was addressed in the latest releases - retry
information that is more than a week old is ignored (see
retry_data_expire). Previously Exim would behave badly if a host was down,
then not tried again for, say, a month, and then happened to be down
again.
