[Exim] Exim config file

Just quelling some paranoia. Exim is setuid root, and dropping down to user
mail, group mail. It's safe to make the config file root.mail (or mail.mail I
suppose) and permissions 640 isn't it?

It should be I think (or I've not noticed the problems caused by not doing so)
