This isn't an issue with Cyrus.

Cyrus isn't a setuid program like UW Imapd - it always runs as the Cyrus uid,
and enforces permissions internally using it's own (very effective) method.
Thus, the file is stored as owner cyrus.mail, perms 660, and Cyrus uses it's
internal ACL databse to enforce permissions.
