They publish relays that have been open for more than 30 days on their
website. Whether or not they will admit to it, they want people to spam
through those relays to exert pressure on those who operate them to close
them, since they claim that a relay that has been open for that long is
unlikely to be closed by the sysadmins responsible for that organization
based on notifcation alone. They liken it to the publication of smurfable
networks on www.netscan.org. Right or wrong, that is their reasoning.
