Exim creates an empty "once" file if it doesn't already exists.
I wouldn't trust other programs to create the file. The simple
(and correct) solution is to erase the file.
Then, do either of:
(a) Set once_repeat to some time value (like 7d).
(b) Erase .vacation.db every time you go on vacation.
