Have you tried turning off the ident callback? That is, set
rfc1413_query_timeout = 0
If that doesn't help, then try using the -bh testing facility and see if
you still get a delay. The output from -bh might be helpful in
identifying where the delay is occurring.
If there is no delay with -bh, then the next step will be to run the
exim daemon in debugging mode with -d9, and see if that output provides
any clues.
