[Exim] Sening mail to local users...

Am I supid or so... So, after few hours of RTFMing I cannot find what I need...

I need to have address staff@ms, which should be sending mail to all local
users, ingnoring aliases, but honoring .forward files, accepting only mail from
ms, and, if possible, not sending mail to user that sent the mail.
Can you help me, please?
