[Exim] :include: problem

Experimenting with the use of :include: in mailing list files I get the
following error :

error in forward file : included files not permitted.

even when I specify no_forbid_include explicitly.

However when accessing the list via an alias file (incalias:
:include:/maillists/test.List) everything works OK.

I'm using exim 3.03.


Can anyone help?
