[Exim] Delivering local on a Virtual

Can anyone help, I have a domain hosted on a mail server ( cqhinet.net.au )
along side the main domain ( moranbah.net.au ), moranbah.net.au is listed as
a local domain in exim.conf, and cqhinet.net.au is a virtual , with a
lsearch in the local-domains of exim.conf. Now what I am trying to do is :
there is a client, say fred at cqhinet and fred moranbah, two different
people, same mail server , what I am trying to do is make all mail that is
addresses to fred@??? be delivered to fred1 locally ,
fred@??? delivered to fred locally , but ALL other mail at
cqhinet.net.au to be delivered locally e.g. ridgey >> ridgey, I only want 1
alias or forward on that domain e.g. fred >> fred1. Any help will be
appreciated.
