I can sorta see the ambiguity. The sentence describes what happened
with regard to some (message, recipient) pairs, but I can't see any
explicity statement about what happened regarding the other pairs. We
have only the assumption that all email is delivered unless otherwise
stated to allow us to decide that the other recipients received the
message.

I agree. If not for this specific phrasing, some phrasing of this form.
