What you have looks correct.

Try running a delivery with -d9 to see if debugging output is produced.

I have just checked up on the current code (same as 3.03) and it should
attempt to create the directory before trying to create the lock file.
If creating fails, there should be some debugging output to say so, and
indeed, the error message should be "failed to create directories".

I don't *thing* this has changed since 2.05, but it may have done.
