[Exim] Exim lags Part II.

Hello everybody,

If someone of you can remember, I've written an email about my exim lags...
So, there was an idea about dns problems but there is no dns problems but I
have an idea (and a question).
If I'm using rbl but rbl server is not reachable (or my leased line is not
correct or broken) can it causes this lag problem? If so, how can i using a
not-realtime spam filtering based on rbl? (for example a simple lsearch
lookup, but rbl list downloaded first, or i dont know..)
