mailq shows all mail in the exim queue.

There is an option queue_list_requires_admin which defaults true, if
this is set you need to be an admin user or root to see the queue
listing for messages other than your own.

Also it may be worth checking that mailq is a symbolic or hard link to
the exim program itself - this can sometimes be incorrect on a system
which has been upgraded from sendmail.

I'd also agree with the sentiments Jeffrey expressed - if you are
providing mail services then you really ought to be aware of how your
mail system works. This could be contributing to the rumours that
abound about SMTP mail:-
