[Exim] qualify_domain is also a hostname

this is being sent
from roam.psg.com
which has qualify_domain = psg.com because that is my domain name
to a mailing list on a host named psg.com

it seems that the qualify_domain tells roam.psg.com not only
o please hide hostname and generate only psg.com
which i very much need, but also
o you are a valid destination for foo@???
the latter is not what i want at all!
