if you use the following uid/gid specs

    procmail_pipe:
      driver = pipe
      command = "/bin/procmail -d ${local_part}"
      headers_remove = "reply-to"
      return_path_add
      from_hack
      user = "${local_part}"
      group = mail

then you will not get the extra quo>ed
