Not really. Writing a pop server is relatively easy, but the majority
of places are at least considering imap nowadays, and writing a
standards compliant imap server is *hard* (although it would be a very
useful piece of software since all the ones currently around appear
flawed in one way or another and decent competition is always useful).

However a pop server for exim would needs a choice of mailbox formats
(some people want mbox for compatibility, others need maildir due to
NFS being involved, etc). Authentication is a whole new issue....
you could do some quite neat support for pop before send, but other
than that there appears to be little advantage in doing this - I'd
suggest it would be better to submit modifications for existing daemons.
