[Exim] Copy outgoing and incoming mail

How to copy all outgoing and incoming mail to a specified mailbox?
Currently I use .forward for incoming and aliases for outgoing, but it
means to specify .forward and alias for each new user. Is there more
elegant way?

Can Exim refuse to accept for sending mail from certain mail address in
a domain from which it otherwise accepts mail? like this:
badboy@??? -refuse
*@foo.com -accept
