There is no current way of doing either of those.

The -R option is something like this, but if a message has both remote
and local addresses, all of them get used when a delivery process runs.

The only option is to stop *all* deliveries. I am not sure whether
stopping particular kinds of delivery is especially beneficial. What do
other people think? I suppose a generic transport option could be added
to defer any particular transport at high load.
