[EXIM] Version 3 does not deliver immediately

I upgraded from 2.1 to version 3. Everything seems fine, except no deliver
attempt is made
when a message is sent. The next queue run delivers the message. No
queue_only or similar
options are specified in the configuration file. I'm looking for a possible
explanation.
Any help or suggestions are welcome.
