[EXIM] exim not adding "To:" header

hello eximmers,

I'm calling exim like that:

    cat message_file | /usr/sbin/exim addr1 addr2 addr3

and message_file does NOT contain a "To:" header; I understand from the
manual that exim is supposed to add a header like:

    To: addr1, addr2, addr3

but that's not happening; the message is beeing sent without problem but
without the "To:" header;
