If a filter doesn't make any significant deliveries, it falls through
to the default- you can force a delivery to not be regarded as
significant by prefixing it with "unseen"

e.g.

# Exim filter
if $header_subject: is URGENT then
deliver userX
endif

If you use "unseen deliver userX", the URGENT mail will be delivered
to userX in *addition* to the default.
