Sorry, that's not how it works. If either of the first two entries
contain wild cards or a (non-net) lookup, then the test on them is done
on the host *name*, and therefore a reverse lookup has to be done to
find it! Exim can't find if "a site is not listed" unless it has the
name to compare against the list...
