That is an unusual requirement. Mostly, people either want the HELO
completely verified, or they don't care about HELO at all. I don't see
any benefit from insisting on HELO and not checking it.

Correct.

It permits *syntactic* junk in the HELO command, which would otherwise
get rejected. This happens before helo_verify kicks in.
