If by "rejects" you mean "does not accept an SMTP transaction from
another host" then what happens depends entirely on how the sending MTA
behaves. A well-behaved MTA *should* return the message to the sender,
but some of them keep trying to send it for some kinds of error. See
several comments in the manual about this.
