[EXIM] EXIM: Retry

Hello all....I am getting the following message:

routing defer (-32) retry time not reached
Help, I have mail backing up.....and have no idea why it is doing this.
How can I force the queue, I have tried to /dev/null the retry.pag file in
the spool/exim/db directory with no luck.  The mail gateway is reachable.
