I went wrong. I sent my test message from the same account that
receives postmaster mail. Exim noticed that and collapsed both the
user bounce and the postmaster copy to a single bounce.
Sending the test message from a normal user account properly yields
two messages: The bounce to the sender and the postmaster copy.
