Yup. It means, any host between 192.168.1.0 and 192.168.1.255,
including (although in most cases, there is no .0 and .255
hosts).

2. What is the IP of the SMTP server, as configured in Netscape?
3. What is the IP of the host that Netscape runs on?
4. What was the error message that you received from exim?
5. What was the error message in the log files?
