This message means what it says. The host for lely.com.au has been down
for longer than its maximum retry time (e.g. 4 days or whatever). Exim
won't try it again until its retry time comes along. You can, however,
change this behaviour. Check out delay_after_cutoff in the smtp
transport and section 32.2 (Long-term failures).

It doesn't think it's local. It wouldn't go on about hosts if it was local.
