[EXIM] Port 25 being used?

hello all. I am trying to setup exim to do outgoing mail. We send all mail thru
a outside gateway. I added the send_to_gateway option to the configure file.
When I try to send within it is fine, but once I try to send out side, I get the
following message in the mainlog file

Socket bind() to prot 25 for address (any) failed: address already in use: waiting
before trying again.

Any ideas?
