I'm not scanning the exim log file, I'm scanning the pop log file
(cucipop in this case). This way, anyone that has successfully
checked for mail using pop gets to relay. They can't successfully
check for mail using pop unless they have a valid username/password on
my system.

Although as others have pointed out, there are some short comings in
my script which I'm in the process of remedying. My script does work
well for a low volume mail server, but would cause the system to fail
on a high traffic mail server.

As per the suggestion of someone on the list, I'll implement my
POP-before-SMTP using Perl's File::Tail module, which should make it
scale very well.
