[EXIM] setting a UID for Exim

from the Exim README:

"Other parameters can be defaulted, though it is
recommended you set up a uid and gid for Exim and declare their values
in EXIM_USER and EXIM_GROUP."

Is this the same as setting GID and UID in the exim/Local/Makefile?
When I set UID as 8 and GID as 12, Exim will not start, but if I set GID
to 0 (zero) and then do 'make' and 'make install' everything works.

What am I doing wrong?
