[EXIM] Exim 2.11

The 2.11 release of Exim is now in

ftp://ftp.cus.cam.ac.uk/pub/software/programs/exim/exim-2.11.tar.gz

8e4100415f98db74ff448cbff6c07183 exim-2.11.tar.gz

This is mostly a tidy-up/bug-fix release. However, there are two small
changes of function, and three small additions, all documented in
doc/NewStuff.
