"eq" tests for literal textual equivalence. Since no domain can ever be
"*.qmw.ac.uk" the test will never succeed. I guess you mean "false"
above. You need to use a regular expression to what you want using
"condition". But why not just say

domains = *.qmw.ac.uk

instead of using "condition"?
