To install exim into a stow directory, I have overridden the install
destination by setting INST_BIN_DIRECTORY
This yields the following result:

|exigrep is not newer than /usr/local/stow/exim-2.10/bin/exigrep

So, exim tells me that the freshly made executable is not newer than a
non-existent file. What is going on here?
