Exactly. This all should happen during the queue run, not earlier.

I think so. If it is not possible yet, I'd like to have that added as
a wishlist item.

I am reluctant to do this for the following reason: My exim machines
are both connected to the Internet via a dialup ISDN line. As you
might know, connection charges for dialup lines are extremely high
over here in Germany. So you would want the line to be used at its
full capacity when it is up. This cannot be achived if you try to
deliver a mail message to some obscure remote host in west central
asia. So I'd like to drop off my mail as quickly as possible at the
smarthost to be able to drop the line as early as possible.
