have you tried this in configure, on your smart host or non-smart-host?

sender_net_accept_relay = /opt/exim/etc/accept-nets:/opt/exim/etc/my-networks

and add a file called /opt/exim/etc/my-networks which contains one network per
line like this (replace with your IPs):

1.2.3.0/24
4.5.0.0/16
