I can't answer that. It depends on your system and what you want to
happen. All Exim cares is that it knows which uid to run the delivery
as.

Well, if you are very worried about this, set up a separate aliasfile
director with a file just containing a single alias. Put the file on the
safest disc you have. You have to rely on *something* being available...
