Correct. Exim makes no assumptions about any domain names (unless you
don't specify local_domains, in which case it takes just the name of the
host).

I am not at all sure that that would be right. We certainly do not want
to accept mail to "xxx@localhost" and I suspect this is true of lots of
sites.
