It looks like you're using an old /usr/share/mk/bsd.port.mk . For
details on updating your makefile skeletons, see
http://www.freebsd.org/ports/
In particular, you'll want to have a look at the upgrade kits. This, of
course, is assuming you don't have access to source or the resources to
rebuild world. If you do, it may be sufficient to do
cd /usr/src/share/mk ; make install
