think about _who_ sends spam, _why_ and _how_ - I guess that'll help you
to understand.
-there are morons out there who want to earn money by sending mass email
for advertising purposes. They don't care whether people are interested in
that 'info' or not. Additionally they don't care much about the legal
issues(1).
-in most cases someone, say 'moron a' has a dial-up link with limited
speed. You can figure out that it would take him hours or even days to
send away thousands of mailings. Therefore - to minimize the costs as well
as the chance to get the uplink cancelled he simply tries to find hosts
for relaying, sends one mail to each, plus a long number of recipients.

(1) In Deutschland ist die rechtliche Situation so, dass Du eine Firma,
die Dir unerwuenschte Werbemail sendet, anzeigen kannst. Laut den
Urteilen:
-Landgericht Berlin 16 O 201/98
-Landgericht Berlin 16 O 301/98
verstoesst das naemlich gegen Paragraph 823 Abs. 1 BGB.
Als Unternehmen kannst Du die auch wegen Verstoss gegen Paragraph 1 UWG
anzeigen, da gibt es:
-Landgericht Traunstein 2HK O 3755/97
Allerdings sollte fuer eine Aussicht auf Erfolg die Firma ihren Sitz in
Deutschland haben, optimalerweise noch einen deutschen Server benutzt
haben (und keinen Relay-Server).
