On the contrary, it confirms what Matt Hoskins suggests:

You *can* set locally_caseless in Exim, to stop it lowercasing local 
parts of local addresses, but I wouldn't advise it. Most people assume 
that email addresses are case-independent. If you say your address is 
JCaesar@Rome people expect jcaesar@rome to work.
