I'm not sure I like this idea of exim itself being responsible for this.
If you're using exim in anger, chances are you already have a cron job
keeping an eye on things (for example, mine pages relevant staff if
spool/logging space gets low, the queue gets large, the panic log grows
etc). It wouldn't be difficult to get this job to do appropriate
housekeeping if things get tight.
