Again, as Philip pointed out, the message can't be returned back
to exim for delivery. It seems to me that the output of the pipe
commad is returned in the error message, and if the program exits
with a non-zero status, the status is returned in the error
message.

As the very same One & Only Philip pointed out once again, use
procmail or "/usr/whatever/exim_lock -q -lockfile Mail/exim
'/home/ben/bin/remove_EXIM.pl >> Mail/exim'" to deliver the
message.
