The invocation of Exim in question was
/usr/lib/sendmail -odqs -oem -oi -t <$tf/tm

There were no addresses on the command line. Exim got that address
from the To: field, due to -t, unless it was using the new telepathy
feature. Previously this worked (-t and that address, not telepathy).
