[EXIM] TCP_Wrappers question

I now have Exim 2.04 working

I also have TCP Wrappers installed on my machine. My question
is: What do I have to do to get Exim able to use TCP Wrappers?

If I set TCP_WRAPPERS in the Local/Makefile, I get that host_ctl
error during 'make' so my system must be missing something.
Could it be that I need a more recent version of TCP Wrappers?
